King Cyrus fulfilled the prophecy
by conquering Babylon and releasing the physical Israelites who were captured.
"However, he did not completely fulfill the prophecy."
Just like many stories in the Old Testament, such as being freed from Egypt and enter the land of Canaan after crossing through the desert, the history of the Israelites being freed from Babylon through a king who appeared from the east is just a shadow to let us know what is going to happen in the New Testament times.
